Pittsburg Pirates Kansas City Royals These teams have been at the bottom, or near the bottom, of their respective divisions for the past decade and a half. While other small market teams that had similar histories such as the Tampa Bay Rays, Milwakee Brewers, Colorado Rockies, Philadelphia Phillies, Detroit Tigers, Minnesota Twins, and Oakland A's have become competitive once again, these two teams have not shown much improvement.
